On February 10, 2009, Governor Donald L. Carcieri issued Executive Order 09-04, which established the Rhode Island Office of Economic Recovery and Reinvestment (OERR) within the Office of the Governor. The OERR is responsible for administering and complying with the American Recovery and Reinvestment Act of 2009 (ARRA), and other state and federal economic stimulus legislation.
