Rhode Island Safe Streets for All
Road safety is a serious concern for all Rhode Islanders. Through the Federal Highway Administration (FHWA) Safe Streets for All (SS4A) program, RIPTA secured funding to support the state and 31 participating communities in planning for infrastructure improvements that will prevent injuries and save lives. Each municipal Safety Action Plan (SAP) contains recommendations for roadway improvements and policies tailored to that community, based on community input and crash data analysis. The SAPs include information on current roadway safety issues, strategies for improvement, and identification of priority projects.
RIPTA also developed a statewide SAP, pulling together recommendations from the 31 municipal plans. These plans were finalized in November 2025 and many are in the process of being formally adopted by each community’s decision-making body. Plans that have already been adopted are linked below. Ultimately, the SAPs position the State of Rhode Island and its municipalities to apply for further federal implementation funding.

What is the Safe System Approach?
The SS4A program addresses roadway safety through the Safe System Approach, which builds and layers multiple types of protections into the transportation system to prevent crashes and minimize injuries and fatalities. It provides a holistic approach acknowledging six guiding tenets: that death and serious injuries are unacceptable, people will make mistakes, people are vulnerable, responsibility is shared, safety is proactive, and redundancy is crucial. These principles promote safer people, roads, vehicles, speeds, and post-crash care.
