Limited English Proficiency Survey As required by Title VI of the Civil Rights Act of 1964, the Rhode Island Public Transit Agency (RIPTA) is conducting this survey to gather information regarding your experience with the limited English proficient (LEP) population. Limited English Proficiency refers to individuals who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English. The LEP Survey is designed to identify the needs of your LEP clients in gaining more meaningful access to RIPTA’s programs and services.
