What is the Coordinated Public Transit-Human Services Transportation Plan?

The Federal Transit Administration (FTA) requires that all projects funded through the Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310) be included in a local Coordinated Public Transit-Human Services Transportation Plan. These Coordinated Plans must be updated every five years to:

  • Consider the transportation needs of individuals with disabilities, older adults, and people with low incomes;  
  • Provide strategies for meeting those needs; and,
  • Prioritize services for funding and implementation. 

The goal is to ensure that community transportation services are seamless, comprehensive, and accessible to those who rely on them. The Coordinated Plan must be developed through a process that includes participation from private, non-profit, and public transportation providers; social service agencies; and the general public.

2023 Rhode Island Coordinated Plan

RIPTA worked with the statewide Human Services Transportation Coordinating Council throughout 2022 to prepare an update of the Rhode Island Public Transit-Human Services Transportation Coordinated Plan. The final plan was presented to the Coordinating Council and approved on March 13, 2023.

The Coordinated Plan included the following elements:

  • Inventory of transportation services​
  • Transportation needs assessment​
  • Strategies, projects, and activities to address needs, gaps, and inefficiencies​
  • Implementation priorities​
  • Participation from target groups
